NuPatch is an old Hermes external orgininally by Greg Oberfield that by-passes the 'Scan for new messages to you'. I've never liked that and always used NuPatch before. Each user can now chose to remove this option but I would prefer that no one have it on my BBS and this is better than trying to force everyones choices to off.
I haven't tested this except to give it a quick try on my test BBS, but unless the stages have changed it should be fine. I ran it for a couple of years with Hermes I with no problems.
NuPatch is a free external. The source is floating around out there so if you would like to improve on it grab it and give it a go.
